Welcome to SHREC. We are a collective of Educational (HR & Employment Law) specialists who still believe in public service, but who recognise that a more flexible and Co-operative approach to HR and Employment Law advice is needed by many schools who would otherwise have to rely on the Private sector.

A combination of local government cutbacks, public sector ‘austerity’, and ‘deregulation’ in education has resulted in a gradual but sustained erosion of Local Authority support to schools. Individual local authorities have been powerless to withstand this erosion of ‘non statutory’ services. Debate amongst senior schools’ HR professionals within Oldham Council from 2009 onwards, noted the emerging trend of schools and academies either recruiting their own HR expertise, or procuring external support.

In response, Schools’ HR & Employment Law Co-operative (SHREC) was founded in 2012, with support from the co-operative business hub, an organisation determined to provide an efficient and effective dedicated service with a vision of creating real value for partners
